WNC’s draft Local Plan (2026)

Parishioners will notice there has been little update about WNC’s draft Local Plan on our website since 2024. This is because when the Labour government came into power, WNC’s housing targets increased by 9,000 homes. This resulted in the Local Plan being re-drafted.

The updated draft Local Plan proposes the following for Boughton parish:-

  • 1,500 houses for North of Buckton Fields;
  • changes to the village confines;
  • a housing target of 42 houses for the village up to the period 2043; and
  • it introduces new policies about “green wedges”.

An eight week public consultation on the updated draft Local Plan will open on Thursday 29 January and run through to Saturday 28 March 2026.  Boughton Parish Council will actively post updates when available.

WNC is hosting a series of public engagement events where people can find out more and share their views:

Q&A’s regarding WNC’s proposed change to Northampton’s planning boundary

Below is a summary of questions previously received. It has been updated to reflect that WNC have now launched their consultation on the draft Local Plan.

Q&A (Northampton Boundary Change) - April 24

The Parish Council are holding an extra-ordinary meeting on Tuesday 30th April, 6.30pm, at the Church Rooms, to discuss the proposed change to the Northampton planning boundary. WNC officers will be attending to answer the Parish Council’s questions.

The meeting agenda will be published shortly but anyone wanting to attend the meeting MUST let the Parish Clerk know. The venue has a limited seating capacity.

Public Exhibitions start tomorrow (18 April) – WNC’s draft Local Plan

WNC’s public consultation period includes a number of drop-in sessions known as public exhibitions, where people can view the draft Plan and ask any questions they may have on the draft Plan. These are being held at the following locations, no appointment required:

WNC’s Draft Local Plan – Consultation Monday 8 April to Sunday 2 June

WNC have released the following statement:

“People across West Northamptonshire are being invited to have their say on the draft Local Plan strategy which enables West Northamptonshire Council (WNC) to plan for the future of the area positively and sustainably by guiding decisions on future development proposals and creating places where people wish to live, work and visit and will thrive.

The draft Plan sets out a vision and objectives for the area, its ambitions for new development and commitment to dealing with climate change. The Plan allocates land for housing and employment and contains a series of planning policies for these and many other topics such as leisure, transport, health and wellbeing, infrastructure and the environment and where development can and cannot take place.

Once adopted the new Plan will replace current plans that cover West Northamptonshire and form part of the development plan against which planning decisions are made.

This consultation is gives residents the opportunity to get involved with this stage of the local plan process and will help WNC consider and address issues before a final draft is produced.

People can have their say from Monday 8 April to Sunday 2 June by visiting the Local Plan consultation.”

Regulation 18 Local Plan PPC Final Versionv2

The Council will be discussing WNC’s proposal to change the Northampton planning boundary to include Boughton at the next Council meeting on 11 March 2024, 7pm at the Village Hall.

WNC have confirmed “in terms of public consultation on the boundary changes, the Regulation 18 version of the new Local Plan (due for public consultation in April/May) will include the draft criteria for defining the Northampton boundary, but there will not be a suggested boundary shown on the draft policies map at this stage. It is envisaged that the draft boundary line will be included in the Regulation 19 version of the Local Plan/policies map (due for consultation in early 2025).”
