December 25 Update – Resident’s request access from Buckton Fields to Fairmile is re-instated

At the Parish Council meeting on 17 November 2025, the Clerk reported:-

  •  the resident’s petition to reinstate the access has now reached 365 signatures
  • the Clerk attended a meeting with representatives from WNC Planning, Bloor Homes and Kingsthorpe Parish Council on 9th October.
  • Subsequently, WNC confirmed “there doesn’t appear to be any incidences of reported crime in the area”. Kingsthorpe Parish Council are meeting on 20th November with a recommendation to resolve that the fence should be removed.

At the meeting, the Council resolved to:- “note the resident’s online petition to reinstate the informal access has reached 365 signatures and it appears there are no incidences of reported crime in the area. With this in mind, Boughton Parish Council (BPC) strongly advocate that WNC take the appropriate steps to re-open the access. BPC rely upon the technical expertise of WNC Highways as to whether a safe route can be ascertained by simply taking the fence down.  The Clerk is to send this response to the appropriate parties.”     

WNC’s Planning officer has confirmed on 25th November 2025, 

  • “I note that both Parish Councils would like the fence erected by Bloor’s to be taken down to allow residents to informally cut through by developments.
  • From a planning perspective, a footpath connection in this location was not envisaged as part of the development.  The footpath link was further to the east, along Central Avenue.  I appreciate this is some distance from Fair Mile.
  • Following concerns from Councillors and a local resident and discussions with Planning, Bloor’s agreed to reinstall the fencing along their boundary to effectively block up the informal footpath link.  It is difficult to confirm the approved boundary treatment along this boundary, but it appears to require the existing boundary and landscaping to be retained.  I understand that it was residents who originally took down the fence as they wanted to created an informal access.
  • If both Parish Councils wish for a formal footpath to be created, I would advise that you work together to submit a planning application which proposes this.  This would allow you, as Parish Councils, to carry out informal consultation with neighbouring properties to seek their views on any such proposal.  This would create a formal footpath linking both developments creating an extension to the existing footpath on the Fair Mile side and linking into proposed footpaths on the Buckton Fields side.  I would suggest that you also liaise with Bloors regarding this.
  • If this is something that both PC’s wish to peruse, I could arrange a Teams meeting and include Highways, possibly Bloors as well, so that you are fully aware what would need to be addressed as part of any application.”

The above update will be brought to the Parish Council at there next meeting on Monday 15th December.

Buckton Fields Community Centre to be leased to Born to Shine

The Parish Council resolved at their meeting on 17th November 2025 to instruct solicitors to prepare a lease of the Community Centre to Born to Shine.

The Lease will be for a 7-year term, with a break clause at year 3, peppercorn rent at £25pcm and a rent review after year 1, on the basis both parties sign a Memorandum of Understanding about shared goals.

The Council feel Born to Shine could create a thriving community hub given their proposed types of activities/programmes:

  • Parent & Child / Family Sessions
    • Weekly “stay & play” mornings for pre-school children (0-4yrs) with caregivers — good for families moving into the area.
    • After-school clubs: craft, youth club, lego etc.
    • Family movie nights or “board-games and pizza” evenings.
    • Parent meet-ups / café mornings: a space where new families can connect.
  • Fitness / Health & Wellbeing
    • Evening or weekend fitness classes: yoga, Pilates, circuit training suitable for adults (commuters likely home evenings).
    • Healthy cooking workshops (especially useful for first-􀆟me buyers learning to cook) or “budget meals for families” sessions.
    • Mindfulness or stress-management workshops (for busy professionals/commuters).
      Local walking groups / outdoor nature club u􀆟lising the nearby green spaces.
  • Community & Social Groups
    • Book club / social coffee mornings for older adults or downsizers looking to meet
      neighbours.
    • Crafting, knitting or gardening club.
    • Film or quiz nights for all ages.
  • Learning & Development
    • Digital-skills classes: online banking, using smart devices, safe internet for older
      residents or new home-owners.
    • Career / commuuting support: since there are many commuters, maybe “working from
      home” forums, remote-working meet-ups, shared-workspace drop-ins.
  • Children & Youth Focus
    • Youth club nights (teenagers) with games console, pool table, social space.
    • Planned outdoor activities (nature walks, sports) utilising the nearby open parkland (if
      possible).
    • Skills workshops: e.g., cooking, first aid, budgeting etc.
  • Sustainability / Green Living
    • Utilising green space for growing, possible gardening clubs.
    • Recycling / up-cycling workshops: making items from old items.

Buckton Fields Community Centre

It is anticipated that Taylor Wimpey will hand over the Community Centre to the Parish Council in April 2026.

The Parish Council have been approached by Born to Shine (charity number:1187913) about the possibility of entering a long-term lease of the Community Centre so that they can provide community activities. They have also suggested they would consider a “Service Agreement” structure in which they would run the Community Centre for the Parish Council.

The Parish Council are impressed with the proposal and are giving this serious consideration. Whilst details of the proposal are not yet agreed, it is hoped that the suggested arrangement would create a Community Hub, allowing Born to Shine to run a variety of programmes for the community whilst enabling third party users to be able to use the space.

As a public entity we aim to be transparent and to provide what is in the best interests of the parish. The Council would be open to listening to other proposals that offer community programmes/activities, on a not-for-profit basis.

Update on Resident’s request access from Buckton Fields to Fairmile is re-instated

At the Parish Council meeting on 15th September 2025, the Council resolved:-

  • to write to the WNC Planning Officer noting that the Parish Council are aware of an independent online petition which currently has 210 signatures to reinstate the access. The Parish Council support the notion, if the access is made safe. Please can WNC advise of the next steps.

Representatives from Boughton Parish Council, Kingsthorpe Parish Council, Bloor Homes and WNC Planning met on 9th October to discuss the issue.

Boughton Parish Council understand concerns of anti-social behaviour around the cut through were raised. This resulted in WNC’s “Designing out Crime Officer” undertaking a site survey and subsequently the fence was erected by Bloor Homes.

Both Parish Councils are aware that residents wish for the access to be reinstated but careful consideration is required to resolve the matter given the previous concerns.

WNC have agreed to provide further information about the reports of anti-social behaviour and to enquire if the Designing Out Crime Officer has any further comments on how to safely re-open the access.

It is hoped this information will be available for the next Parish Council meeting on 20th October, 7pm at the Village Hall.

Resident’s request access from Buckton Fields to Fairmile is re-instated

Boughton Parish Council were informed that an informal cut through from Buckton Fields to Fairmile has now been fenced off.

The Parish Clerk has spoken with a representative from Bloor Homes who confirmed they installed the fence due to a request made to WNC’s planning team. Bloor Homes confirmed there is no designated path as part of the planning permission granted.

The Clerk made Bloor Homes aware that:-

  • a parishioner has created an independent petition to re-instate the access to Fairmile
  • Boughton Parish Council will discuss the issue at their next Parish Council meeting on Monday 15th September

The Clerk will update the Council’s website as and when appropriate.

Buckton Fields Community Centre – Volunteers Welcome

Taylor Wimpey are to build the community centre and have recently told the Parish Council they propose to begin the build shortly, rather than in mid-2026 as previously indicated.

The Parish Council wishes urgently to set up a working group of parishioners to help with the commissioning and eventual management of the new community centre which will be of tremendous benefit to the parish and in particular the residents of Buckton Fields.

Those interested in contributing to the development of the community centre should contact the parish clerk at clerk@boughtonparishcouncil.co.uk. Subsequently, you will be invited to the “Volunteer Meeting” in due course.

Buckton Fields’ Litter Bins & Dog Bins

UPDATE: 23 December 2022

Residents of Buckton Fields East may have already seen the update on First Port’s My Home Portal. Whilst the Parish Council have no involvement in the management of Buckton Fields East, First Port have kindly provided a copy of the update to us:-

“Good afternoon All,
Just a quick update on the Dog and Waste Bins.
I have had many emails and cases regarding the state of the bins. You will be please to hear we are a step closer to get new contractor in place. While the admin side is being sorted and notice given to the current contractors, please could I ask that if a bin is full can you go to another bin or take the rubbish home. I mean no offence in asking this. I have asked for the Dog waste collector to empty all bins as due to contamination the waste bin collector can’t empty the waste bins. I have asked for this to be done as a matter of urgency but as for all, we are entering the Christmas period where by a lot of companies close down. I thank you in advance for your patience and understanding.
Wishing you all festive greetings and I am looking forward to working with you in 2023.”

The Parish Council do hope that with Debbie Harrison now overseeing the management of Buckton Fields East, that residents will begin to see the expected improvements. The Parish Clerk will have limited access to emails over the Christmas period and will deal with any further queries upon her return on 3 January 2023. UPDATE: 21 December 2022

The Parish Council are aware of extensively overflowing litter and dog bins at Buckton Fields (we have not been informed that any of the bins are located in Buckton Fields West but if that is the case please see below).

The Parish Clerk understands (but it is for First Port to confirm) that many litter bins are contaminated with dog waste and the current contractor does not have the appropriate licence to deal with dog waste. The Parish Clerk has inquired as to whether the current dog waste contractor can clear the whole of Buckton Fields East to deal with the back log, preferably before Christmas. The Parish Clerk awaits a response.

First Port have confirmed to the Parish Clerk that they are looking at putting a new contractor in place for the new year and that the My Home Portal will be updated once further information is known.

Whilst the Parish Council have no control over the management of Buckton Fields, the Council appreciates the frustration of residents and are actively trying to help resolve the issue on your behalf.

Buckton Fields East

Buckton Fields East (as shown in the image below) is now managed by First Port. They are responsible for emptying the bins and maintaining the public open spaces. Please use the My Home Portal to log any issues or email help@firstport.co.uk

As Buckton Fields West is still under construction, the bins and maintenance of the open spaces remain the responsibility of the developers. If you have any issues please email CustomerCareSouthMidlands@bloorhomes.com
